Method: CTI plans to purchase up to 100 new
15-meter (app), double deck touring busses from the Mercedes Benz
Company and convert them into field hospitals. Each unit will be
self-contained and will be capable of providing a full spectrum of
out-patient care to the poor and needy. This care will be delivered at
no charge to the recipient. Each mobile field hospital clinic will be
staffed by a doctor, nurse and medical assistant, each trained or
certified in the fields of general surgery, tropical diseases, and
treatment/containment of HIV/AIDS. Additional staff will include a
driver, interpreter and security personnel.
Each unit is expected to cost approximately two
million dollars, and will contain an operating room, two examination
rooms, a small laboratory, x-ray equipment and sleeping accommodations
for the staff on the upper level.
Target: Services provided by the field hospitals
will be primarily targeted at the large refugee and disenfranchised
population of Central and South Central Africa. Close coordination
between Project Administration and local governments will be
accomplished prior to engagement of services in any country. Further
coordination with United Nations, World Health Organization (WHO) and
the Red Cross is considered essential.
Security: A high level of security is mandatory;
both for the safety of the medical personnel and staff, as well as the
equipment and medicines. Where possible, each unit may be assigned
military detachments from the country of operation. In other cases,
security teams under the control of an international security firm
will be used.
Ongoing
Expenses: Some support is anticipated from other
humanitarian organizations, WHO, and possibly from religious
organizations from the UK and USA. However, this type of financial
support is unpredictable. Therefore, $100,000,000 USD, will be set
aside and placed into an investment program for the express purpose of
financially supporting the project. Accordingly, the Project should be
able to sustain its activities indefinitely without having to rely on
the sporadic assistance of other organizations.
Time: This Project will take about one year to
fully implement. Lead-time on the purchase and delivery of the busses
is approximately 6 months. Refitting the units for their medical
application will also take about six months. Recruitment and training
of medical personnel will begin immediately after funding.
